HR Tips
Singapore HR compliance covers work pass approval, CPF filing, tax clearance for departing employees and annual personal income tax, and the rules change every year. A small oversight may lead to penalties or hiring restrictions. Here are some HR tips for your reference.
EP applications: look beyond the minimum salary and consider COMPASS
EP applications are currently assessed in two stages: (i) meeting the EP minimum qualifying salary based on the employee's age and industry, and (ii) passing the COMPASS points assessment, unless exempted. Before formally hiring a foreign employee, we recommend a pre-assessment based on the candidate's age, salary and qualifications and the company's existing workforce, before deciding on the EP application approach.
Register CPF accounts when you hire
Once a company hires a Singapore Citizen or PR employee, it must promptly register a CPF account and submit and pay CPF contributions accurately every month. Late or missed payments may incur late payment interest and penalties.
Keep payroll and employment records properly
Companies should keep complete salary and employment records, including basic salary, bonuses and allowances, CPF, deductions, overtime pay and payslips. Under MOM rules, records of current employees must be kept for at least the latest 2 years; for employees who have left, records of their last 2 years must be kept for 1 more year after they leave. Payslips may be kept in electronic or paper form. For details, please refer to the MOM guidelines.
